But why is a 22-year-old woman answering police calls on her own? That’s incredibly young to be given the authority of patrolling the streets. Even a male officer should have a partner at that age. Too much can go wrong because they lack experience and they lack street smarts. That’s why you put them in two-person teams in the beginning.
I was wondering that also. I see the black and white flags on car windows now and then but never the blue stripe.
Maybe represents "the thin blue line" ?
Growing up , I was taught there were strict rules for respecting the flag, and any such alterations were a form of disrespect.
but then again most of the foundations of society have been undermined or desecrated so nothing is surprising

Davis is strictly a college and ag town, not super large, very quiet.
I figure there’s a little complacency, maybe.
People almost never get killed in Davis, it’s the home of UC Davis, famous for veterinary stuff.

But it’s verrrry common in Calif. for traffic accident perps to run because many believe they’ll be deported.

That’s actually not the rule.
If the item started its life as a flag and it is altered, that is a violation of the flag code.
If the item started off as something different — i.e. originally black and white with a blue line, it doesn’t violate the rule.
Subtle, but important, distinction.

Yes, she’s dead, and nothing will bring her back. That said, WTF is wrong with her department putting her out alone? There needs to be some serious questions asked of the chief, and the city council.
