I think this is an address to the everyday Joe who doesn’t follow politics or the news often...notice he kept the rhetoric low, didn’t make disparaging remarks, and kept his tone on an even keel - even while talking about the emotional stuff.

He’ll come across the winner on this.

As to the action - it WILL come - but he’s going to build up to it (I know it’s been 2 years already - I’m pulling my hair out as well)
