I’m assuming the water is the Pacific (and not an inlet or bay) and the wall is therefore extending west with the viewable right side facing north & the US.
Then why are there spikes pointing to the US side at the top of the leftmost section?

It’s steel. Weld a row directly to the top and layer it below so you cannot jump beyond it even if you manage to get on top.
