A committee cannot vote without a quorum... present. In the case of a vanishing quorum, the meeting ends.
OTOH, the Judiciary committee has its own collection of rules they would have put in place over the years... which may or may not alter vanishing quorum situations.

He hoped his whole life to be on this cmte, then he walks and doesn't vote - coward. Give the seat to someone who wants to attend the hearings and follow the rules and cast a vote. I think he forgot to "announce" he wouldn't vote before he walked back, he'll probably slither back in and demand time to say that - what a SNL skit.
