The committee has its own charter, but it would probably start with Roberts Rules of Order.

A committee cannot vote without a quorum... present. In the case of a vanishing quorum, the meeting ends.

OTOH, the Judiciary committee has its own collection of rules they would have put in place over the years... which may or may not alter vanishing quorum situations.

How much is a quorum for the Judiciary Committee? Is it different than a simple majority?
