It something young white girls generally do - not old bags. Anyway, its a kind of croaking sound that supposedly makes one sound more important. Its sort of a new version of the Valley Girl talk. It is produced by a tightening of the throat. Thanks. I should have held off asking, as lots of others discussed the phenomenon downthread from your comment.
I recognize the sound, and it is painfully annoying to the ear of any normal speaking American.

I have noticed this is young women of late! I always thought it was from insecurity and inexperience when speaking in front of people, not an affectation.
