Migrant suspected of 542 crimes can't be deported from Germany as he doesn't have PASSPORT

A MIGRANT facing hundreds of criminal investigations cannot be deported from Germany – because officials have no idea where he is from.
The man, who came to Germany in 1998 without a passport, claims to be from various North African countries including Algeria and Morocco. He has allegedly been using legal loopholes to stay in Germany despite having a staggering 542 criminal investigations against him.
The migrant has been accused of a string of crimes including assault, theft, robbery and buying drugs, local media said. He was recently arrested by police but authorities have clue what the man's name is nor where he comes from.

So the race is on. Which entity will collapse first from stupidity and inaction, Germany or California? Just when I'm ready to put my money on California, I read an article like this one.

well then, if he has no papers then he is not real. Take him out over the north sea abouit 100 miles out, and ask him if he can fly. When he says "NO", throw him out the door and say "THEN LEARN!" .BTW
Which entity will collapse first from stupidity and inaction, Germany or California?.. They both are ruled by people who live far far above the common peasents and as such,. are not able to make any rational decisions regarding the lives of those far far below them.
IE: if my 4 Y.O. grand daughter was to let me decide which barbies she should play with.. the problem?, she's not a barbie girl, shes into TMNT! but I insist she needs barbies!
