My suggestion is an adopt-the-block plan. Good citizens of San Francisco could adopt their block and make sure there is no trash, human waste or homeless on their block. If there are any of these issues, then the City could fine the person who adopted the block! After all someone must be responsible for these issues and it’s not the City..........
