China will absolutely not fire the first shot in a trade war with the United States and will not be the first to levy tariffs, its finance ministry said on Wednesday.
A person with knowledge of the plan earlier told Reuters Chinas threatened tariffs on $34 billion of U.S. goods would take effect from the beginning of the day on Friday. Given the 12-hour time difference, that would have put its implementation ahead of Washingtons. Other media carried similar reports.
But the ministry issued a brief clarification in response. The Chinese governments position has been stated many times. We absolutely will not fire the first shot, and will not implement tariff measures ahead of the United States doing so, it said, without elaborating. [ ]
Earlier, Chinese Foreign Ministry spokesman Lu Kang said China was ready to act, though he did not confirm the start date for Chinese tariffs.
China has already made preparations, Lu told a daily news briefing.

China fired that first shot decades ago, when they manipulated their currency about 35-40% lower to block U. S. imports.
Now any reaction will be spun as someone else taking the first shot.

Yup. Just positioning themselves to be able to accuse the U.S. of starting it.Trump should label his as “The Reciprocity Tariffs”. The description would thus be: A tariff to match your existing tariff on us.
Except for the stuff they have been doing to us for 30 years.

China has to watch out. A good trade war and those house prices will tumble. They are already a huge bubble. As soon as factories start closing it will snowball into something really bad.
So what does chia hsin-wen mean?
U.S. should be ramping up trade deals with all the Far East nations. The high tech goods should be transferred to US companies wherever possible but Taiwan, Japan and South Korea should pick up the slack. Low tech manufactured goods could be made in Indonesia, Phillipines, and Vietnam.
The U.S. would also benefit selling weapons systems to these countries. All these countries depend on manufacturing exports and are natural competors to China. They also by and large have an historical antipathy and fear of Chinese hegemony.
