The Senate on Wednesday narrowly rejected President Trump's plan to clawback roughly $15 billion in spending approved by Congress earlier this year.
In a 48-50 vote, senators failed to discharge the measure from committee. A majority vote was needed.
GOP Sens. Richard Burr (N.C.) and Susan Collins (Maine) joined 48 members of the Democratic caucus in voting against bringing up the bill.
"My belief ... is that it's the job of Congress to comb through these accounts and that's what we do on the appropriations committee," Collins said.
The vote is a blow to conservatives and the White House, who pushed the package in response to backlash from the GOP base over a mammoth rescissions package passed in March.

Who remembers how giddy George W. Bush was after the GOP lost both the house and senate in 2006 because now he could finally get comprehensive immigration reform through congress? Or so he thought.

Burr was just reelected. He has always been a Bush country club establishment Republican. I have heard he plans to retire at the end of his current term in 2022. Ive also heard he has stated in private that since he isnt running again he is free to vote how he wishes. Interesting he teamed up with Collins on this vote. He had been extremely deferential to Democrat Mark Warner in meetings of the Senate committee he chairs. Sometimes it seems Warner is the real chairman.
The people I know that work for the RNC that were establishment (and didnt believe the establishment really existed) are all repulsed by the establishment they now see. I think that doing stuff like this is not going to work for them.

Until baseline budgeting is repealed, any talk of cuts is a bad joke.
Congress doesn’t EVER give money back to the citizens. They only take more. So illegitimate. The Founders would be horrified.
Anyone surprised? No, didn’t think so. Less money in the budget means less money that gets syphoned off into their wallets.
McCain must still be on ice in his basement. He’s not been seen in public since around December.

Collins is in control of the Senate, essentially - Romney will be right there with her, which is a step down from Hatch, despite the issues we have with him at times. Hence, why we must gain seats and not just hold steady - or else this will only get much worse.
