The Senate on Wednesday narrowly rejected President Trump's plan to clawback roughly $15 billion in spending approved by Congress earlier this year.
In a 48-50 vote, senators failed to discharge the measure from committee. A majority vote was needed.
GOP Sens. Richard Burr (N.C.) and Susan Collins (Maine) joined 48 members of the Democratic caucus in voting against bringing up the bill.
"My belief ... is that it's the job of Congress to comb through these accounts and that's what we do on the appropriations committee," Collins said.
The vote is a blow to conservatives and the White House, who pushed the package in response to backlash from the GOP base over a mammoth rescissions package passed in March.

GOP Sens. Richard Burr (N.C.) and Susan Collins (Maine) and McCain and Shaheen need to be ousted.
Obstruct everything turn him into a legislative lame duck President seems the goal.

So why is there a massive deficit? Do your job!
ALL of the Bush League Republicans need to be removed from office.
It is a multi-year project.
Just do your effing job.
How long has it been since the appropriations committees presented a budget to the President? Every year since 2009, they just send an omnibus and get the same as last year plus another percentage. Congress is disgusting.
Out of $4 TRILLION dollar budget they cannot cut $15 billion??? That works out to be less than .004 percent.
Working on letter to Burr now. Should I mention that Burr rhymes with cur?
gop sens. richard burr (n.c.) and susan collins (maine), sincerely sick individuals, intent only on their own enrichment, at the expense of the US taxpayer.
These so called Republicans will never allow one dime to be cut from the budget. They are fake phony Democrats in disguise.
Few are as vile and loathsome as dirtbags burr and collins. Both belong at the end of a rope.
Sham vote, two safe republicans were designated to vote with the dems to defeat it so the rest could pretend to support cutting spending. All ... an ... act.
I'm sure they wanted to vote "no" but so did probably 90% of the GOP. They were the ones selected to take the heat so the others could vote YES and still see it fail. Clearly they coordinated with Schumer because they knew how many votes they needed to defect.
Can’t know what’s in it till they vote on it.
POTUS Trump runs the Treasury Department. He can order them to withhold disbursement of any funding.
Burr has got to be primaried and rid of!
The new Tom Delay -- "We've cut all we could"
Senators Burr and Collins suck swamp water.

The courts would probably uphold a lawsuit against that, presumably claiming that his power was simply to execute the law, and that impounding the funds would be legislation by fiat.
(Of course, no such lawsuit was launched against Obozo’s numerous executive orders or W’s redirection of TARP funds to “rescue” the Big 3, as far as I know.)
