There are (at least) two sets of non-uniformed enemy combatants involved in this invasion: The military-age males being transported on the ships and the people in the NGOs running these operations. Torpedos could deal with the first; but military trials and executions of the NGO people running the ships would involve less total loss of life.
Why didn’t the new Italian government just turn them back to Africa? More details and the back story would be informative.
The Italian Navy needs to be parked just off the African coast, so they can intercept these ships and return them back to Africa before they even get anywhere near Italy.
The migrants’ (and Soros’) whole strategy is to get close to Europe, then they can claim asylum & protection under the EU’s generous policies.

You’re right about the NGO’s. The NGO here, ‘SOS Mediterranee’, is evidently a humanitarian organization that rescues immigrants in distress at sea in the Mediterranean.
That’s actually a noble thing to do. But then the question becomes: Why does the rescue ship drop those folks off in Europe? That only encourages even more dangerous crossing attempts.
The rescue ship should instead return the illegals from whence they came. But perhaps SOS Mediterranee has an agenda beyond that of simple high seas rescue.

They have to stop these ships 12 miles off the coast of Libya and return the people aboard to Libya where they came from.
