...criticizes Trump with the use of an argument that has been inapplicable since the day NK threatened the US with nuclear arms.

Then, having watched Trump cancel a meeting with NK, Tapper decides to state the obvious condition for a meeting albeit sweetened with an impossible-to-achieve “guarantee”, perhaps only to show Trump didn't really pull off anything big:
You don't want to elevate them without having something guaranteed in terms of what they are actually willing to do, in terms of denuclearization…

This is an excellent public display of a senior political analyst with a major news provider being way behind the power curve of current events; an example that could be studied at the high school debate team level.
