Exactly. Pandering specifically to Blacks would cost more votes than it would gain. They are free to join us based on our already existing beliefs.

Pandering specifically to Blacks to any group would cost more votes than it would gain.
Socialism is cynicism directed towards society and (concomitantly, in that government exists only to curb evil in society) faith in, even naiveté towards, government.

Republicans cannot out-pander cynics; they must argue forcefully for the common good.

The goal is not all but merely enough

How many varies with location but 15% will do

This has nothing to do with “pandering.”

A few elections ago, I worked on GOTV stuff in a small Southern city. We leafletted, called, etc. All over town - except in the black neighborhoods because it was regarded as a waste of time. And then we actually got a call from a black resident of one of these neighborhoods who asked if we could come and leaflet there because he was planning to vote Republican and he knew there were a few others who might if they dared (he literally said he was scared and he only talked to a few neighbors he had reason to think might be sympathetic). So he said it might help them if they saw the door hangers for the GOP candidate and make them feel that somebody cared about their vote.

DId we do it? Of course not. I offered to go and distribute literature, but the local “leadership” just said it would be worthless. It wouldn’t have been, since one of the reasons blacks don’t vote GOP is that nobody in the party makes any effort to even give them the choice to or encouragement in voting GOP. We write them off from the start, saying they’re “all Dems.”

Outreach is not pandering. Treat black neighborhoods just like any others: have candidates’ nights, meetings, leafletting, etc. And you might be surprised.
