Maybe he didn’t have a permit and they prosecute him, maybe this case can go to the supreme court and test the meaning of “shall not infringe”.

Governor just vetoed bill that would have allowed free carry.

So your governor is trying to make sure that you don't have too many of these heroes just running around loose.

Oklahoma recently passed a bill to allow carry without a permit. The governor hasn’t signed it yet.


She vetoed it. They’ll probably override.

No, in Oklahoma, a permit is required for any handgun, unless you’re carrying it in your car to get to a practice range, or bringing it home after purchasing, or something of that nature. Otherwise, you need a permit. You can use one in your HOME to defend yourself or someone else, without a permit, but carrying it outside the home requires a permit.

I thought the first step would have to be for the cops to ask or otherwise know (ie you tell them at a stop) if you had a weapon on you (concealed) ... and then, once they knew you had a concealed weapon on your possession, to ask for your permit, no?

Otherwise, what ... cops could just walk up to anyone on the street and ask if they had a CC permit, without probable cause?

So if that’s true, then my point was if, after the shooting, they had no reason to believe he had his weapon concealed, then what would be their justification to ask to see a CC permit?

The idea behind a CC is that its concealed.

I would not just volunteer that I am carrying under normal circumstances.

If I were to be pulled over while carrying (actually never have yet), my past training has been to stay seat belted in, get my wallet with drivers license, CC permit, and registration out before the officer has approached the car, and then present the license and registration to the officer once he is alongside and asking for them. If I were to be asked if I am carrying or transporting any firearms, I would reply by saying yes, and that I am a CC holder. If he asks to see my permit, and its out already (not in my wallet in my back pocket) then would present it to him as required by law in my state. If anything he asked for, including my CC card, was in my back pocket or if he asked to see my firearm, I would put both hands slowly on the wheel, explain that I was carrying and do not want to reach in the direction of my firearm, and I will comply with very clear instructions on what he would like me to do next.

In the case of this shooting and your question, I can only speculate that the officers would want to get statements from everybody, then based on those statements, they would determine if possession of a CCW was relevant to the investigation.
