Inspector General Horowitz found reasonable grounds for believing there has been a violation of federal criminal law in the FBIs handling of the Hillary Clinton email investigation. Horowitz has referred his findings of potential criminal misconduct to Huber for possible criminal prosecution, says investigative reporter, Paul Sperry. Buckle up because IG Horowitzs report is going to light DC up.

At this point in time, with only that sliver of information about that one conclusion by Horowitz, there are two possibilities for this one issue.
1) The violations of law contributed to the incorrect conclusion that Hillary Clinton and others should not be charged. and that she and others need to be charged now.
2) The violations of law did not contribute to Comey’s conclusion that Hillary Clinton and others should not be charges, and that they should not be charged even now.
3) Horowitz believes that whoever is in charge of the DOJ should flip a coin and then not do much of anything except make grand speeches about what they intend to do, because intent is the most important factor.
Of course not. State Dept and CIA won't be covered by DOJ/OIG.

Reasonable Grounds appears to be the same as probable cause. I believe there is precedent.

No, reasonable grounds or reasonable suspicion usually requires little more than an articulatable “hunch” whereas probable cause requires evidence of a “fair probability” that a crime has been committed.
