The Russians say he did, and while some might say, well, these are the same Russians who helped put together the Steele dossier filled with "salacious and unverified" material, and may once again be playing with us, there is evidence that Brennan, the man who voted for communist Gus Hall for president, did make the trip in March 2016 for purposes unknown:
"It's no secret that Brennan was here," claimed Russian Deputy Foreign Minister Oleg Syromolotov. "But he didn't visit the Foreign Ministry. I know for sure that he met with the Federal Security Service (the successor agency to the Soviet KGB), and someone else."
No further remarks clarify what Brennan was allegedly doing in Moscow or what he discussed with the FSB. Syromolotov insists it had nothing to do with Russia's withdrawal from Syria.
Sputnik News, a Kremlin-controlled propaganda outlet, quotes CIA Director of Public Affairs Dean Boyd as affirming that Brennan did, in fact, discuss Syria during the visit. "Director Brennan," he allegedly said, "reiterated the US government's consistent support for a genuine political transition in Syria, and the need for [President Bashar] Assad's departure in order to facilitate a transition that reflects the will of the Syrian people."
The website GlobalSecurity.Org goes into somewhat more detail about Brennan's Moscow trip without clearing up confusion about what the purpose of the trip might have been:

What was happening in March 2016 that would instigate a face-to-face surveillance avoiding meeting between CIA and KGB/ FSB and who was “ someone else”?
Was this the point at which Trump’s nomination was assured?

That was how the Russian Communists interfered in the American electoral process, by running their own candidates or supporting proxies in other parties, such as Henry Wallace in 1948.

Dodgy dossier
My guess:
Brennan went to to Moscow to find out what the FSB had on Trump. He would have known the Russian leadership for years and probably has a good relationship with his counterparts.
For all the tension between Obama and Russia over things like the failure of Russia to respect the LGBT agenda, the Pussy Riot imprisonment and so forth, Obama delivered for the Russians on the big items: not supplying lethal arms to Ukraine, not installing missile defense in Eastern Europe.
The Russians probably had very little dirt on Trump. (Likely nothing compared to what they have on the mystery-born Barry, the corrupt Hillary and sleazy Bill).
So the Clinton cabal decided to make up their own Russian dirt, and launder it through a cut-out their buddy former British spy Christopher Steele. In fact, it wouldn’t surprise me if the prostitute pee party was something that Bill Clinton once had, and they changed the story to apply to Trump.
One big tell that it was all a scam: When the FBI was handed the dossier, they didn’t seek electronic surveillance on Steele and Steele’s sources to find out exactly who in Russia were the ultimately sources — instead they sought electronic surveillance on the Trump campaign.
Obvious collusion. File a criminal complaint. Start the attorneys sucking the money from his sorry accounts, drag his sorry ratba$turd muzzie a$$ into court, thereby ruining him. Sell the wife and kids, and bulldoze his property.
Every story about about Trump and the Russians colluding has been false but every story about the democrats and Russians colluding have been true.
