If @realDonaldTrump asks me to deploy Oregon Guard troops to the Mexico border, I’ll say no. As Commander of Oregon’s Guard, I’m deeply troubled by Trump’s plan to militarize our border.
There’s been no outreach by the President or federal officials, and I have no intention of allowing Oregon’s guard troops to be used to distract from his troubles in Washington.
Only if the Guard is federalized. Until then they are under control of the governor of their state.

I, at times, just say f-it. We are a country that is so fractured I see no use in pretending that we are a united republic of American people under the Constitution and God. Some of these states are just as bad as mediocre to turd world countries. We are living an American Cold War and flirt with Civil War. The sh*t will hit the fan when the DNC gets power back.

I can understand her confusion though having a border with California. :)
Trump doesn’t need her approval. He’ll assume control over the Oregon Guard, if it’s needed.

The separate National Guard units are part of the DoD. The CinC can nationalize them at his pleasure. If any state officials try to stop this would be guilty of sedition and most likely arrested by the same national guard.
Not a problem. Should President Trump require the organized part of Oregon's State Militia, its National Guard, at the U.S.-Mexican border, he needs just to activate them for federal service. The Governor of Oregon has no say in the matter, unless she wants to commit an act of rebellion and be arrested for treason.
Should Oregon have a State Guard, it cannot be called up for federal service. But its individual members can.
