Don’t kid yourself, this article is spot on. We all want a “special prosecutor” because Mueller is acting as if he is all powerful. Empaneling a grand jury somewhere other than DC is a very big deal.

My questions as a lawyer is this: why can a grand jury be impanelled in Utah, if no alleged overt act occurred there? What happened to jurisdiction/venue rules? Were criminal charges to brought from an indictment returned in Utah, can the case be tried there even if no overt act or crime occurred in that state?

The obvious answer is that we’re talking federal crimes being investigated by a federal prosector. Utah is part of the U.S. You’d have a case if the grand jury was selected in Canada, but not Utah.
