It is important anyone interested in the FBI and DOJ investigation take the time to digest the details within Attorney General Jeff Sessions notification letter to congress outlining his previous appointment of U.S Attorney John Huber to parallel Inspector General Michael Horowitz as a prosecutor.
Do not trust the pundit filtration of content, take the time to read it yourself.

True, but that doesn’t mean that the prosecutor and his team haven’t already been investigating the entire matter for criminality.
The IG’s investigation would also cover policies that need to be re-examined to prevent future abuse of the process, among other things. That would not be the emphasis in the criminal investigation, however.
So even though the IG is only now taking on the FISA issue, it might well have been being investigated by the prosecutor’s team for months by now. We don’t know that, of course, but the abuse has hardly been a secret so it’s likely that it’s come to the attention of his team well before now.

Actually, quite the opposite. Sessions is currently arguing that a special counsel is not needed and that Mr. Huber is conducting the investigation instead.

You’re confusing how the Left operates with how Sessions operates.
If Huber was a tool of the Left his name would have leaked months ago and the MSM would be painting him exactly as you described above, with many GOP officeholders agreeing (as happened with both Comey and Mueller).
In this case, even though Sessions announced a couple of weeks ago that he’d previously appointed a prosecutor outside DC, no one knew of his existence, much less his name. And even given several weeks to find out his name, it wasn’t known by the press until Sessions formally announced it.
And now, note that you’re not seeing glowing comments about Huber in the mainstream media. But you are seeing McCabe doing crowd-funding for a legal defense even though no indictments have been handed down.

That was and is going on, independently of the involvement of a person with prosecutorial power.
The way I see it, Sessions is playing the same role an SC would play over these cases.
Mueller doesn't personally investigate, his people do. Same with Sessions and Horowitz.
Mueller can but doesn't personally prosecute (see docket of Flynn case for example). Same with Sessions and Huber.
The informed and reasonable calls for 2nd SC that I have seen, are predicated on the fact that the DOJ has been stonewalling investigation. Perhaps Horowitz resolves that impasse. If not, by all means, start all over again with new people.
I doubt it has escaped notice that Mueller's team is largely DOJ employees.

Absorbing (that) the DOJ has a long-standing criminal investigation will likely create anxiety for those committed to an irrational intolerance of Attorney General Jeff Sessions; but the substance remains evident regardless of sentiment.

What is unusual with the approach is that Sessions doesn’t say there is a grand jury impaneled, just that Huber is looking into the matter. Strange. There is so much probable cause already, it would be no need for further screwing around and delaying action. Get the grand jury impaneled, issue subpoenas, and get ‘er done!
Yep. The broad outline has been visible for a long time, except to those wearing the ever-popular Sessions Basher Magic Goggles. The lesson for that crowd is going to be that a stupid premise can lead you to a stupid conclusion.
