Actually, quite the opposite. Sessions is currently arguing that a special counsel is not needed and that Mr. Huber is conducting the investigation instead.

As you are aware, I have asked the Department's Inspector General, Michael E. Horowitz, to review certain matters that you and some members of your committees have raised in recent and previous letters. In addition to his ongoing investigation, the Inspector General has now confirmed that he has opened a review into the Department's compliance with certain legal requirements and Department and FBI policies and procedures with respect to certain applications filed with the US Foreign Intelligence Surveillance Court.

That was and is going on, independently of the involvement of a person with prosecutorial power.

The way I see it, Sessions is playing the same role an SC would play over these cases.

Mueller doesn't personally investigate, his people do. Same with Sessions and Horowitz.

Mueller can but doesn't personally prosecute (see docket of Flynn case for example). Same with Sessions and Huber.

The informed and reasonable calls for 2nd SC that I have seen, are predicated on the fact that the DOJ has been stonewalling investigation. Perhaps Horowitz resolves that impasse. If not, by all means, start all over again with new people.

I doubt it has escaped notice that Mueller's team is largely DOJ employees.
