President Trump faces losing support from his base in the wake of his decision Friday to sign a controversial and much-derided $1.3 trillion spending bill -- over not only its size but its failure to fund his campaign promise of a wall on the U.S. southern border.
Trump briefly threatened to veto the legislation, voted through the House and Senate on Thursday and early Friday in order to avoid a government shutdown.
Conservatives balked at the $1.3 trillion price tag, as well as the failure to promote Republican causes such as the defunding of Planned Parenthood and the funding of the wall on the southern border in particular. While the legislation served up $1.6 billion for border security, it mainly consisted of repairs and additions to already existing fencing.

Omnibus Spending Bill-
I spent hours yesterday researching the laws, the 1974 law and statutes and providing links. Do you know why the Omnibus is not going to get any notice? Here it is
Its not an official Federal Budget. Its an Omnibus bill not a Budget He(Trump) outsmarted them again Congress basically screwed themselves by not passing a Budget
Per the Constitution the President must adhere to a Budget set forth by Congress and direct the expenditures as provided therein. This is another one of those big Porkulus Bills, like they gave Obama for 8 years. This is not a Budget!
An Omnibus Spending Bill may have some instructions as to how the money will be spent but Obama ignored them. He spent the money, or didnt spend it, however he wanted to. And Congress didnt do a thing about it! Because they couldnt.
I think our President observed how this happened, year after year. He is bound to realize that those appropriations for different things in these Omnibus bills are merely suggestions.
So like Obama, brilliant President Trump can spend this money on whatever he wants to. Or not spend it.
Planned Parenthood? What if our President decided to tell the Treasury Dept to slow-walk that money to Planned Parenthood until the Senate gets off their ass and confirms his appointees?
Sanctuary Cities? What if our President decided to slow-walk that money too until those Sanctuary Cities assist ICE in rounding up criminal illegal aliens? Splodey heads? From the Dems/GOP to the Enemedia? Why yes, there would be a colorful display of splodey heads.
But what could they do about it? Hah. Our brilliant President could just say Wait! Congress shouldve passed a Budget.

Trump can use a provision of the 1974 Congressional Budget and Impoundment Control Act to request Congress rescind specific items. He should start immediately taking this action - start with some truly outrageous items that are included in the 2000+ page monstrosity. Congress will then have 45 days to approve his rescission request or the money will be spent.
Time to mobilize the troops to inundate Congress with support for individual rescissions. Force Lyan Ryan and Malleable McConnell to get a spine and at least clear out the waste.

There is no way to spin this unless the base is beyond stupid. Trump messed up badly and betrayed us all.
He could have given a prime time speech and told voters that unless PP and sanctuary cities are defunded and money allocated the wall, he would not sign. The people would have rallied.
Instead, he sat idly by like an ignorant bystander and played into the popular caricature that he is a fool, moron, and an idiot. Schumer, Durbin, and Pelosi cannot contain their glee that they fooled and conned Trump. This is no Art of The Deal. It is for sure “The Art of Being An Imbecile.”

If both the Senate and the House of Representatives have not approved a rescission proposal (by passing legislation) within 45 days of continuous session, any funds being withheld must be made available for obligation.
