The correct way to use the military to get the wall is to invade mexico and make them pay.
The military can set up a perimeter across the border at essentially $0 . The military can seal off the border from the mexican side. They do nothing but be there. The cost is $0 because the deployment is to Mexico rather than their bases.
We have a few Military Bases near the Mexican Line.
For instance, Marine Core Air Station Yuma, Arizona.
