Especially in the DC area. In the event of nuclear war, there would be no one making it out of the District. In the event of an EMP, (like the ones you might see in a bad book) the natives would quickly rule the egress points.
You could build out to 25% capacity and you would still have room to spare.
Renting bunker space to idiots is a more profitable financial model than selling back-yard bunkers to idiots.

Or maybe they plan to let the ones that might be of some use in and shooting all the rest.
Check out the website, it sounds more like a vacation at a camp ground with a membership fee...........Oh, the shooting range is free.
