Nope.
They either are planing that only 5% will get there, they think it would not be used for some years or it is a scam.
Or maybe they plan to let the ones that might be of some use in and shooting all the rest.
Imagine if it's a scam -- A disaster happens. The swamp dwellers decide to evacuate now! It's time to "bug out" to the fortress. So they pack everything into their Prius. Okay, it can't hold that much. They pack two bags each into the "trusty" Prius. Then they head out. Right. Into. A. Massive. Traffic. Jam.
But they're lucky. They make it onto some side road. But it's slow going. Not because of traffic. No. If they try to go faster, "trusty" Prius uses more power and shows them they'll run out of power 12 miles short.
But, let's say they get there. "Trusty" Prius gave its last volts for them! Will they be welcomed to their fortress? Will the gates be open for them? Will the government look at the fortresses, retreats and redoubts as "threats"? (Oops. Game over)
They're making two major mistakes, in my opinion. 1: Establishing their safe location far away and trusting that they will be able to get there (how?). 2: advertising that they have a well stocked safe location (target of opportunity).
