There in 2007-2008 when congress was debating regulating CO2, most democrats naturally supported Cap & Tax, But a few dems, including Obama, joined the GOP in supporting Cap and Trade.

The republicans won the debate and Congress tried to pass cap and trade in 2008, but failed.

Since then, when the subject comes up, it is always about putting a tax on carbon and conservatives have lost the argument.
