Bull.

You can’t just freelance, it’ll be chaos.

So responding to a call of "active shooter" with the guys you where training with is "free lancing".

Congratulations.

That is the dumbest thing I have heard today.

When was out ever okay to respond without calling in simultaneously at least. Not doing so is a way to get ambushed, set-up, or disappear with no back-up underway.

Usually happens to rookies and cowboy cops.

When you don’t work for that agency, you better damn well let someone in your agency know you are rolling. I didn’t say they were freelancing, I said that you just can’t have neighboring agencies respond to each other’s calls, without letting their commands know they are going.
