And he didn't go in. In part, I am sure, because he was overmatchedDoubtful, the kid has little experience, this cop must have put thousands of rounds thru his gun at the target range. the kid was shooting at fish in the barrel, doubtful he could aim at the cop instantly and take him out.

He was outgunned, but in that circumstance and that job A MAN does the best with what he has. Often these shooters stop when they meet armed resistance. The “man” is a coward and should be shamed and shunned for the rest of his life.
