You do know that there is a strong possibility that a microwave may be their only cooking facility. Plus do you really want a person with dementia who is on SNAP trying to use a stove or oven?
That would be a violation of building code, and highly unlikely. And the overwhelming majority of 'food stamp' recipients aren't old folks with dementia. They're young enough to whelp multiple bastards by multiple sperm donors. They can learn to cook.
The ACLU will claim that they can’t afford to pay their utility bills [electric, gas] to prepare the food.
And where are they going to get a full set of Cuisinart double-clad pots & pans?
Spatulas, mixing spoons, salt and spices?
China, silverware to serve it on.
A table and chairs.

So those people get microwave meals. Easy peasy. They get a menu. Group A can cook. Group B can’t cook but can read. Group C can’t cook and can’t read. Group D needs to be reminded to breathe.
