Yes, President Trump should incorporate the memo directly into his SOTU address. ALL of it if the text is reasonably appropriate, or else quote and cite it repeatedly in giving it his own narrative structure if that will work better. But definitely use the SOTU to highlight how the ‘Rats have weaponized the FBI and intel agencies against political opponents.
