The original proposal, in 1941, included the northernmost counties of CA and southernmost countries of OR because they are rural and not represented by their respective states. The movement went away soon after Pearl Harbor. It picked back up again, I think around the 1990s. When I used to drive to Oregon there is a “welcome to Jefferson State” sign.
in the recent years, many counties in Northern California have actually voted to petition to the Federal government for statehood on the grounds that they are not represented in their state. I’m not sure about the Oregon counties, but I’ve heard that since Trump was elected they are considering it too. The rural areas involved in both states overwhelmingly voted for Trump, but the rest of both states went overwhelmingly for Clinton.
