Not explicitly from that law, but the attitude of lax registration and voter fraud stems from the professional politicians who benefit from their lax enforcement and felonies.

And the national democrat-socialist-communist mainstream media who coverup the felonies.

Yes, the Voting Rights Act, plus various subsequent scotus decisions.

Scotus created a new category of rights called fundamental rights. Among them are abortion, homo-marriage, and voting. For comparison, the rights to life, liberty and the pursuit of happiness are not fundamental. They are mere liberty interests.

It means the burden of proof is on the state or solicitor general to prove a law or regulation doesn’t burden a fundamental right. When presented to a panel of social justice warrior judges, ANY law or regulation that touches voting rights is assumed unconstitutional.
