A tanker carrying oil from Iran to South Korea was ablaze and spilling its cargo off eastern China Sunday after a collision with a cargo ship which left 32 tanker crew members missing.
The tanker, carrying 136,000 tonnes of oil condensate, caught fire after the collision Saturday night and its crew of 30 Iranians and two Bangladeshis were missing, China's transport ministry said in a statement.
The other vessel had been damaged but "without jeopardising the safety of the ship" and all its 21 Chinese crew had been rescued, it added.

While the body of the story is essentially the same, fire and all crew missing , the headline downplayed it a bit.
That’s exactly what I was thinking....China saving face is ALWAYS first! They’d never admit such a possibility.
(Personally I think China took it down because it was headed to N.Korea.)

Bow or midship are irrelevant under the COLREGS. The ship approaching from the starboard - the Chinese ship in your scenario - has the right of way. Regardless, both crews are responsible for safe navigation. No is right.
When two power-driven vessels are crossing, the vessel which has the other on the starboard side must give way and avoid crossing ahead of her. The saying is "If to starboard red appear, 'tis your duty to keep clear". "...Act as judgement says is proper: port or starboard, back or stop her."
So it is the opposite of driving laws. The one on the left has the right of way?

I Question The Timing
A collision at sea can ruin your day.
I think the simplest and most likely explanation is that these two ships are crewed from countries where safety is it only not job #1, it doesnt make the top ten.
Someone, probably more than one someone, failed to pay attention to other traffic and/or the rules of the road.
Perhaps it was the Chinese ship that was to deliver oil to North Korea and they had an accident while maneuvering to make the transfer.
