It should not be a surprise.
As long as the ruling oligarchy can control the police and army, it is possible for them to ride their country all the way down to zero.
But when the loot runs out for the police and army, the deal is off, and there will be several abrupt changes of Rulers.
If citizens ever "storm the palace gates" it will be with the tacit support of of one of the army battalions. They are not there yet.

People have an almost unlimited capability to blame their suffering on somebody else - preferably somebody far away who speaks a different language and looks different.
The Venezuelan people who backed Chavez and Maduro are mostly unrepentant. They will double-down with more of the same cheering for the next fearless leader who replaces Maduro. They will ride the country down to zero if they can hold out long enough.
