The FBI cannot prosecute anyone. That is the province of the DoJ.
But law enforcement (FBI) can file a criminal complaint with the prosecutor (DoJ) and in most cases the prosecutor will then seek an indictment.
So when the incompetent media says the FBI decided not to prosecute, what they should be saying instead is the FBI decided not to file a criminal complaint.

Let’s say there’s a gang of bank robbers and the FBI starts investigating... A day into the investigation they discover the prime suspect donates large sums of cash to Democrats... so they drop the case.
Drop the case based on the “D” next to the thief’s name...
How do you feel about that?
