Makes sense - if your policy is to take migrants and refugees, why make them travel in inhumane conditions?
Of course the policy (mass migration to displace internal populations and water down Christian influence over domestic politics, so as to clear the way for the growth of a globalized oligarchy under a satanic cabal) doesn't actually make much sense, and if migrants and refugees were sent home they wouldn't bother traveling in such inhumane conditions.
