His instructions were clear enough- whether he was screaming or not is irrelevant I've never seen such shoddy police work. So a drunk man fails the cop's game of Simon Says & deserves to be killed. Drunk men stagger. He should've had the man lie on the ground like 99% of the other arrests that occur in this country.
If the cop was that scared, maybe he should find a new line of work...
