You couldn’t construct a more nightmarish crime infested social wasteland than today’s democrat controlled inner cities if you actually tried to do it by actual design and planning rather than it being the consequence of well-meaning but failed democrat policies.

You really see the impact of this when cities try to lure businesses; they often offer tax incentives, but these come with a price - including hiring x% of your workforce from city residents. When cities have no viable workforce, the companies have a hard time meeting that requirement - and an even harder time convincing competent people to commute into the city to do the real work.
Many cities (outside of ports/transit hubs) have become obsolete; the free market has spoken.
I am not convinced that the motives were “well meaning”.
