The goal is to keep the fee small enough not to stop them from using the service, but large enough to pay off over time in light of the mass quantity of money being sent to Mexico.
Thinks of it as a cigarette tax. You tax too much and you kill the market, or create a black market.
Make it higher and illegals will self deport and deliver money
to their family in Mexico PERSONALLY.
When this is enacted, illegals will put their relatives names on their american accounts and they can write checks against it in Mexico or use a debit card. No transfer of funds. no fee.
