Not much of a manual. More like a manifesto. I would expect to see information on face covers, weapons to carry or avoid, measures to deal with gas/chemicals, rally points, strategic retreats, what to do in case of arrest, acceptable statements to the media, and so much more. This reads like somebody sitting in a bathtub counting bubbles.
