Special Counsel Robert Mueller has impaneled a grand jury in Washington to investigate Russia's interference in the 2016 elections, The Wall Street Journal reported, citing two people familiar with the matter. That's a sign that his inquiry is growing in intensity and entering a new phase, the report said. Legal experts quoted by the newspaper say the move suggests he believes he will need to subpoena records

Historically most legislators do not make the transition to leadership roles in the executive branch very well.
They spend their careers in the legislature in communal working relationships; compromising, horse trading, siting in committees, consensus building and using obscure rules to manipulate outcomes.
In a leadership role they need to function in ways almost exactly the opposite of that.
An effective leader is out front, carrying the burden of acting alone, singularly responsible for the outcome, and must have the ability to act independently and decisively.

At all levels, from local prosecutors, to the state level, and up to the federal bureaucracies (like the IRS and EPA), all the way to the Justice Department itself.
Prosecutors, lawyers and powerful bureaucratic legal departments go for the win, not for justice.
