Historically most legislators do not make the transition to leadership roles in the executive branch very well.
They spend their careers in the legislature in communal working relationships; compromising, horse trading, siting in committees, consensus building and using obscure rules to manipulate outcomes.
In a leadership role they need to function in ways almost exactly the opposite of that.
An effective leader is out front, carrying the burden of acting alone, singularly responsible for the outcome, and must have the ability to act independently and decisively.
