Senate votes to open debate on health care reform -- live updates

The Senate is expected to vote Tuesday on whether to take up health care reform, which will require 51 votes to open debate. 

It's unclear what any final product will look like if that first procedural vote is successful. The first vote is intended to open debate on the American Health Care Act (AHCA), the GOP-sponsored Obamacare replacement plan that passed the House of Representatives in May.

Republicans need 51 votes to proceed to the legislation, which would then be subjected to what is expected to be a lengthy amendment process. Democrats are united in their opposition to the legislation, and if Sen. John McCain, R-Arizona, is still from brain surgery and likely unable to vote, that means the GOP senators can only lose one vote otherwise the legislation collapses. 

Rand Paul says he'll vote in favor of the "motion to proceed" because of assurances from McConnell Paul tweeted that McConnell informed him Tuesday morning that that the plan is to write on a repeal and delay plan that resembles a Senate-passed bill from 2015. He said if that's the plan, he would vote in favor of the motion to proceed to begin debate.

And the way I see it, the way the bill is even now one critical mandate still remains: the mandate forcing insurance companies to insure people with pre-existing conditions.

Sure, there’s also an “opt-out” option for states but can you imagine the political backlash from a given state’s citizens should one dare attempt such a opt-out option? Now that it’s become ingrained in the entitlement psyche of our society that one has a “right” to health insurance, even those with pre-existing conditions, there’s no way any state will attempt to exercise such an option.

And even if one did, what hubris, what absolute statist balderdash, this notion to give states the “option” to “opt-out” of Obamacare (excuse me I mean Trumpcare). No if there was any semblance of conservatism in this bill as it is now, the state’s would be required to opt-IN to such an onerous mandate, not required to opt-OUT.

That one mandate is going to kill health insurance as we know it it’s already sent it to its deathbed already hanging on by life support as it is (pun intended).

This is all a dog and pony show meant to ease us all in to, like good sheep, single payer. “Oh, we tried to fix it but look st that the insurance industry still went bankrupt (because they were forced to pay for huge costs they never plannned for) whoda thunk it? Oh well, we, your friendly and ever caring Federal Government have a solution now. Forget about the greedy insurance industry. Trust us to pay for your healthcare. Give us twice what you do already in taxes (like in England and Italy) and you’ll never have to pay for a dime in healthcare again. Make the rich pay for you!” ( /leftist drivel )

Yeah it’s coming. And every Republican going along with this insanity is to blame (yes Trump too if he signs whatever monstrosity they come up with that’s designed to fail as described above).

Immediately after McCain asks for a restoration of the former comity of the Senate, a Democrat objects to the dispensing of the reading of a technical amendment. Such things used to be routine. It takes forever to read motions. The Senate allows each Senator to object in order to give every Senate a lot of power. But, Senators are supposed to be very discrete in the exercise of these extraordinary privileges. But, nowadays, the Democrats are no more than obstructionists. They use the rules of the Senate to slow down the work of the Senate without discretion. One by one, as the Democrats continue to act as obstructionists, the Republicans must change the rules so a minority cannot obstruct the business of the Senate.

Well presently they are mandated to cover your kids under your insurance until age 26, and that will not change. I hope Cruz’s amendment goes through that insurance companies can offer policies that don’t cover everything mandated by obamacare, that will help out both young and old.

Don’t be surprised if McCain votes against anything. His buddy, Linda, will follow. Collins will vote her usual Demo style. If all other 49 repubs vote for anything there will not be Pence to the rescue.

Mu employer has covered kids under 26 LONG BEFORE Obamacare became law. That is how capitalism should work. Employers listening to employees. One of my kids just turned 26 so we are hoping the mandate to buy government dictated features goes away. She is healthy and does not need anything except catastrophic coverage.

True, so true. But during his campaign he did call for repeal, and a better government plan... Now he will take anything he can get. I just hope they can move on to tax reform.

I think he sent clear signal that he wants to create a block of democrats and republicans to position themselves to create an end product that he can take credit for. like he has in the past, he will try and control the outcome by forging a coalition. I expect we will end up with a very liberal outcome.

The healthcare system was a mess BEFORE Obamacare became law of the land. Costs were escalating much faster than inflation. My profile page has suggestions on lowering the cost and improving quality of healthcare.

The President called for repeal and replace last night at the Boy Scouts. You have to work to keep up with his changes on health care. Clean repeal one day. Repeal and replace the next. Do nothing and let it die on the third day.

My point was that the President would certainly sign a straight-up repeal...

If single payer becomes law of the land, I will begin looking into emigration. No wall, big government, big welfare, amnesty to illegals....who needs that.

I am looking at NZ or Australia. Both have no illegals, and you must either possess skills needed there or bring substantial money with you to invest in their country. No wonder their immigration system is a success.

You're probably right. Trump will sign anything they put in front of him. And if it's a straight repeal then the Democrats haul out clips of Trump promising repeal and replace. If it's repeal and replace, then regardless of which version of Trumpcare the Republicans settle on the Democrats will haul out clips of Trump and Price promising how deductibles will be reduced to a pittance, rates will plummet, every single person in the country will be covered, choices will go up, service will improve, and not a single person will be worse off. They both have overpromised this to an extent that would have made the Democrats blush in the Obamacare selling days. And it's going to come back and bite them.

Yes, I had an employer, and actually I was in charge of our health insurance, and we covered it until kids were 25 way ahead of ACA. It’s good for employers that can afford it.

McCain said he could not vote for this bill, meaning the House bill. This doesn’t rule out voting for what currently constitutes the Senate Republican version of the bill. The Senate Republican version of the bill is about half-way between the House bill and the status quo.

We have 50 possible votes, but this includes 4, I think, Senators who say the Senate Republican version of the bill is too much like Obamacare for them to support. The 50 possible votes may include an equal number of moderates who want it to be even more like Obamacare.

All I will say is that we will see how this plays out.
