She was having some problems with her speech.
She aging. I’m not sure what her current situation is.

It is called spasmodic dysphonia ("is a voice disorder characterized by involuntary movements or spasms of one or more muscles of the larynx (vocal folds or voice box) during speech. Spasmodic dysphonia is a neurological disorder rather than a disorder of the larynx or muscles.") RFK Jr also has it apparently.
I am no fan of Susan Collins but I don't think this medical condition affects her ability to serve.
