Kelly Surrenders: DHS Will ‘Likely Increase’ Foreign Worker Outsourcing Visa

Department of Homeland Security (DHS) Secretary John Kelly has promised the big business lobby tens of thousands of cheaper, blue-collar foreign workers despite President Donald Trump’s ‘Hire American’ initiative.

During a hearing before the Senate Judiciary Committee, Kelly told Senators that he was lobbied by the financial and open borders lobby to expand the H-2B visa, and also by pro-American worker groups who see the visa as a detriment to Americans’ wages and job opportunities.

“They’re caving to the business interest, rather than the people that elected them,” pro-American lawyer John Miano told Breitbart Texas. “Everyone but the very top is being screwed by these immigration policies.”

The H-2B visa is for non-agricultural, low-skilled seasonal work, supplying resorts, hotels and the seafood and landscaping industry with thousands of cheap, foreign employees. Every year, 66,000 H-2B jobs are given to foreign workers and this year, House Speaker Paul Ryan’s 2017 budget gave Kelly the power to expand the number of foreigners who can enter the U.S. on the visa by up to 70,000 more.

Center for Immigration Studies Director Mark Krikorian said that because Kelly is new to the H-2B visa issue, it makes him “a natural candidate for being captured by the cheap labor lobbyists, and that is what seems to have happened.”

Kelly’s surrendering on the H-2B issue, after Trump promised a staunch ‘Hire American’ agenda at the beginning of his presidency, is a win for Speaker Ryan, who pushed to put the expansion in the Secretary’s hands.

With the expansion, Ryan can claim victory for the business lobby, while at the same time shifting public backlash of the decision from Congress to the Trump administration.

Krikorian, though, says Kelly does not have an obligation to expand the H-2B visa..

Hooorayyy for Cheap Labor!! HaPPy DayS are here again.. The fruits and veggies are spoiling here in California for lack of pickers.. The DemocRats are in control again as a minority party on the decline.. yet their budget, their programs.. funded.

You know, I am not terribly upset about this visa program, with the jobs these people do. I like the seasonal part also. I believe the President has hired some of these folks.

Pres Trump has all the power on this. Pres Trump needs to read the Refugee Act of 1980.

Trump did not have to include changing the ceiling or language about a moratorium in the Executive Order. He has the power to stay anywhere under the ceiling!

The Refugee Act of 1980 tells the President to set the ceiling in advance of the fiscal year, before October 1, and if he wants to raise the ceiling during the year he must inform Congress, but he does not have to reach the ceiling—few Presidents in recent times have reached the ceiling—or even inform Congress that he will be coming in under it!

17. Welfare use is staggering among refugees. Welfare usage is never counted by officials as part of the cost of the program. Yet, when it is included, the total

cost of the refugee program soars to at least 10-20 billion a year.

As some Americans are pushed off of time-limited welfare programs many refugees are going on to life-time cash assistance programs. For instance, 12.7% of refugees are

on SSI – a lifetime entitlement to a monthly check / Medicaid for elderly or disabled. This rate of usage is at least 4 times higher than the rate of usage for SSI

among the native-born population and is reportedly rising from these already very high levels.

Permanent and intergenerational welfare dependence has been allowed to take hold to a significant degree in some refugee groups.

Find table TABLE II-14: Public Assistance Utilization Among refugees who arrived during the 5 years previous to the survey 57.7% are on government medical assistance

housing waiting list), and 38.3 % are getting cash assistance such as TANF or SSI.

The figure of 57.7% dependent upon government medical assistance is actually an undercount since it excludes children under 16.

Terrible headline. Kelly is already authorized to bring in x # of H1Bs. But he says he’s “likely to increase” but not to the authorized level.

My headline would be “Kelly Cuts H1B Numbers.”
