It's essentially detonating the old British Grand Slam bomb at surface level. I believe we have already built the components of the even more sophisticated GBU-57A/B Massive Ordnance Penetrator and could assemble such a bomb quickly to use against Kim Jong-un's underground bunkers. (Remember, underground bunkers are designed to withstand a near miss. With the GBU-57A/B, we talking a bomb with a CEP measured under 50 feet--and a deep earth penetrator with that accuracy will collapse most deep bunkers.)

I would think that an air-burst weapon would not be ideal for destroying a tunnel complex. The British in WWII had some bombs that weighed about the same, but the case was made of heavy-wall, high-strength steel. It was meant to plunge through concrete and rock, deep into the earth, and explode afterward. It was called the “earthquake bomb” and was successful against heavily armored, buried bunkers.

This MOAB bomb was estimated to carry 21,600 lbs of TNT. LINK
That is 10.53 tons of TNT. (1 ton = 2000 pounds)
Definition of a kiloton: LINK
The Hiroshima bomb was pegged at 15 thousand tons of TNT and the Nagasaki bomb was pegged at 21 thousand tons of TNT. LINK
