According to the Information Center, 25,000 troops from 77th Motorized Infantry Brigade of 26th Army Group stationed in Weifang, Shandong Province, 196th Motorized Infantry Brigade under 65th Army Group of Central Military District in Tianjin, 3rd Motorized Infantry Brigade of 1st Army Group of Eastern Military District in Jinhua, Zhejiang Province, 40th Infantry Brigade of 14th Army Group of Southern Military District in Kunming, Yunnan Province, and 9th Armored Brigade of 47th Army Group of Western District in Lintong, Shaanxi Province are ready for long-distance deployment toward the Sino-N. The SSGN Program Office refueled and converted four SSBNs into SSGNs in a little more than five years at a significantly lower cost and less time than building a new platform. USS Ohio (SSGN 726) entered the shipyard on Nov. 15, 2002, completed conversion in December 2005 and deployed for the first time in October 2007. USS Florida (SSGN 728) commenced its refueling and conversion in August 2003 and returned to the fleet in April 2006. The Navy entered into a unique partnership to bring the SSGN concept to fruition. All four submarines required an Engineered Refueling Overhaul (ERO) in addition to extensive conversion work. Puget Sound Naval Shipyard in Washington carried out the EROs for both Ohio and Michigan while Norfolk Naval Shipyard, located in Virginia, conducted Florida’s and Georgia’s refueling. The Navy awarded General Dynamics’ Electric Boat the contract to convert the SSBNs into SSGNs with the company carrying out that work within the Naval Shipyards-the first time such collaboration had been conducted. This first-of-a-kind partnership has proved highly successful as the program finished on time and on cost.
Combined, the four SSGNs represent more than half of the Submarine Force’s vertical launch payload capacity with each SSGN capable of carrying up to 154 Tomahawk land-attack cruise missiles. The missiles are loaded in seven-shot Multiple-All-Up-Round Canisters (MACs) in up to 22 missile tubes. These missile tubes can also accommodate additional stowage canisters for SOF equipment, food, and other consumables to extend the submarines’ ability to remain forward deployed in support of combatant commanders’ tasking. The missile tubes are also able to accommodate future payloads such as new types of missiles, unmanned aerial vehicles, and unmanned undersea vehicles.
The SSGNs have the capacity to host up to 66 SOF personnel at a time. Additional berthing was installed in the missile compartment to accommodate the added personnel, and other measures have been taken to extend the amount of time that the SOF forces can spend deployed aboard the SSGNs. The two forward most missile tubes were permanently converted to lock-out chambers that allow clandestine insertion and retrieval of SOF personnel. Each lock-out chamber can also accommodate a Dry Deck Shelter (DDS), enhancing the SSGNs’ SOF capabilities.
During conversion, each SSGN received the Common Submarine Radio Room and two High-Data-Rate antennas for significantly enhanced communication capabilities. These additions allow each SSGN to serve as a forward-deployed, clandestine Small Combatant Joint Command Center.
I doubt China is planning any active measures against North Korea. They are merely planning for contingencies in case Trump does something. They have done this type of thing before.

And then you have the interests of the next layer below, who would implement whatever threats are made by the top. They lead the military and operate whatever strategic weapons the regime has. And who AFAIK are held to their obedience through fear - for both their lives and their relative status, and despair of being rid of the leadership.
And the next layer below is held down by general fear, misery and despair.
The critical part is the loyalty of the second layer, the manager and expert class. Its their rationality that is at issue.

Now wouldn’t it be interesting if China, Russia and the US were all working together to resolve the NK problem. The Chinese say their meeting with Trump went well. They have 175,000 troops on the border with NK and are not being belligerent toward the US (the leftist media would be shrieking). The Russians are moving military assets east and have warships making a friendly visit to SK. We have a permanent garrison in SK and our navy is moving in additional assets. None of the three are threatening the others over this.
Then, after fixing NK, maybe we can all move on to fix the current jihad and put Islam down for good.

The Russian ships were visiting Busan, which is far away from the DMZ, the better part of 500 miles. The cruiser’s S-300F Fort and 9K33 Osa SAMs are far too short range for that. The other ship is a tanker.

I suspect the social and political condition of China is such that the leadership doesn’t feel that they can expend any draftees without PR and political consequences at home.
And these days the Chinese Army is all-volunteer anyway.
