Walter Houston plays a FDR-style president who disbands Congress, declares martial law, arrests and executes bootleggers with a summary trial, and puts all Americans to work for the State.
An extraordinary leftist fantasy, the film is totalitarian propaganda produced in Hollywood's Golden Age.
Give it a watch. It's also circulating on YouTube for those without TCM (Turner Classic Movies).

TCM (the greatest channel on TV IMO) shows everything. You get leftist drivel like this along with anti-commie movies like John Wayne in Big Jim McClain.
Three of those four were term limited out in April 1945.
I wonder if Edward Mandel House’s “Philip Dru: Administrator” may of inspired the movie.
TCM is the best channel out there. After crapping on classic movies with colorization, Turner’s name is now on a true movie-lover’s dream channel.
This is a fascinating film. It shows in light of the global economic crisis, people were ready for fascism. FDR was to the right of figures like Father Caughlin and Huey long.
It also was preparing the public for FDR’s overreaches, which ultimately led to a Constitutional crisis when the SCOTUS knocked down many ‘New Deal’ laws. Roosevelt suggested the number of justices be expanded so he could pack the court. Only then did the Supreme Court relent.
