I suspect you are correct. Somehow it will be the fault of the bus driver.

Well from the picture the bus in well onto the shoulder and almost dropping off the right side of the road whereas the truck is fully into the right lane; caught the bus on the left front right into the driver. If the bus went into the left lane then the impact damage would have been more centered and into the right side of the bus.
