The moment Trump was elected with the promise of fixing Obamacare he became the owner of Obamacare. So he needed action - even if the action didn’t work right away. The Democrats know that the one thing that cripples Trump is continued inaction in Washington D.C. - not fixing problems.
The public isn’t going to hold Trump accountable for taking action, they are going to hold him accountable if he can’t get Washington to work. That is what the stall/delay and sabotage program the Democrats are running now is all about - making sure that Trump can’t get anything done. The last thing on Earth they will do is Trump votes to do things when no one will know if they help or hurt for years to come. They want inaction because Trump ran on action. Doesn’t matter what it is - Trump has to move things.

More evidence of this is their stall tactics with Nominee Gorsuch. They cannot find fault with the guy, hell many of them like him.
